Difficulty Breathing?

I have been having breathing problems for few months now but never got it checked out, recently my throat feels like it's constantly producing mucus and i am having hard to expanding my chest and exhale. I was prescribed an inhaler but that didn't do anything , could this be serious or something minor from allergies? I currently don't have health insurance so i can't see the doctor.
