Why do public restroom stalls always seem to have 1 way screws securing hinges/doors to wall/frame?

Through the years, I've never seen one-way screws used anywhere except for bathroom stalls. Are bathroom doors really that much of a commodity? Is it because thieves may take off with them for scrap metal?
