GTA Ballad of Gay Tony - Wheres are the paracthues in FREE ROAM?

FREE ROAM, not single player. I go multiplayer, then party mode, and I can't find any parachutes anywhere. I have done the parachute mission, and i can get em in single player, but not in free roam!?
