You are describing standard dignatary protection procedures. It wasn't the queen or a head of staate unless a lot more vehicles and traffic congestion was involved. A presidential canidate visiting a mid-sized town can easily involve 50 officers... a presidential visit might involve 200 or more.... plus Secret Service advance units, communications, etc...
